We have received confirmation that the governing forces in Belgrade have 'invited' the War Crimes Tribunal to set up shop in Belgrade. What exactly is this Tribunal, with which the Yugoslav police are now supposed to cooperate in a hunt for supposed war criminals? The mass media claims the U.S. erred by omission in Yugoslavia: "The [Bush] administration hesitated when confronted with the break-up of Yugoslavia" which was supposedly provoked by the "aspirations of Mr. Milosevic for a 'Greater Serbia.'" ('Washington Times,' Oct. 11) Current political changes in Belgrade are being portrayed as a rejection of such supposed ultra-nationalism. But Ambassador Zimmerman's remarks in 1992 paint a different picture of what caused the breakup of Yugoslavia. Nothing is Forever
